An Action Plan to Develop Human Capital and Prime Training
Achieving Vision 2020’s objectives requires a strong evolution of the training system, with a real quantum leap and an adequate configuration to meet the quality challenge.
The dynamic of the vocational training reforms driven by the national strategy has resulted in launching several actions:
In quantitative terms, vision 2020 will generate a need for training 130 000 young people; this implies consolidating the efforts of all the partners involved in the hotel and tourism training.
However, this growth in terms of volume is not the only challenge; the national training system should be adapted to each territory’s needs (the consistency of the training offer, vocational options and specialties, levels of training…)
Taking into account the quality requirements, certain actions should be carried out:
- Reinforcing service, social skills, and know-how dimensions, etc.…
- Reinforcing language skills
- Developing middle-management training
- Adapting the training to the evolution of the sector and to the diversity of tourism offerings: events management (sports, cultural, and entertainment events), new niches (golf, well-being…), and new trades (e-tourism…).
- Improving the training process requires mobilizing the necessary means to equip the sector with mechanisms and qualified human resources capable of responding to the requirements of the international demand.
The future of human resources in the tourism sector depends on the imperative improvement of its image and its attractiveness. Several actions will be carried out in this context:
- Sharing the prospects and possible achievements with prescribers (parents, public, academic community) and young Moroccans;
- Establishing an attractive human resources management framework by enhancing the prospects and opportunities for career evolution of each person to make the tourism sector a real "Social Ladder."
As regards the vocational training, a new generation of schools of excellence will be created according to an innovative management in order to align with the requirements of Morocco’s new positioning. Vision 2020 will allow the development of a new generation of reference schools in each of the eight tourism territories. Each school will provide training for technicians and specialized technicians in hotel business, catering and tourism, in line with the international standards.
In terms of higher education, the repositioning of Tangier’s International Tourism Institute (ISITT) intervenes to consolidate its position at the national level and to reaffirm its influence on the African continent as a reference institute, with the support of prominent partners, including the Paul Bocuse Institute for Catering & Hospitality Management, Harvard and Toronto Universities so as to establish a research centre for development and sustainable tourism.
By 2020, a school of hospitality management will be created to meet the needs of the sector in the middle and top management.
