National Federation

The National Federation of Tourism (FNT)

Created on September 15, 1995, the FNT is a Federation that commits itself to group the whole of Tourist Professions within it.

"It commits itself also to strengthen the structures of different Professions for more efficiency and involvement at both regional and national level»

In its transverse role, the FNT is:

  • A PROPOSITION FORCE: To participate actively in the strategic decision-making concerning the big transverse building sites of Tourism.
  • A REVITALIZATION FORCE: To reinforce and to promote Tourism as a major driving force of the national economy.
  • AN ATTRACTION FORCE: To federate the whole of Tourist Professions and Regions around the same objective: "the realization of the 2010 Vision"

Such is:

3. Our Motto: Tourism to serve employment and National Economy

The FNT is made up of 184 members called active, constituted by: the FNIH (the National Federation of the Hotel Industry), the FNAVM (the National Federation of Moroccan Travel Agencies), the STT (the Union of Tourist Carriers), the FNR (the National Federation of Restaurant Owners), the Federation of Car Hire Company (in the process of being created) and other Tourist Enterprises.

MISSIONS
1. CLASSIC MISSION OF THE SECTORIAL FEDERATIONS:
   To inform its members about the activities and the legislation of the sector.
   To represent its members at national and international level.
   To promote the professional interests of its members.
   To study all the questions relating to the economic, technical, statuary, commercial, fiscal and legal aspect of the Tourism sector and to distribute them among all the actors and intervening parties actively involved in such activities.

2. SPECIFIC MISSION: the 2010 VISION
The specific mission in accordance with the Framework Agreement: the reinforcement of the Professional Associations and the contribution to the realization of the conditions likely to ensure a sustainable and harmonious development of Tourism in the framework of the “2010 Vision"

OBJECTIVES
   To study and to defend the interests of the Tourism Professionals and to coordinate, for that purpose, the actions of the members;
   To contribute to the development of Tourist Industry in Morocco;
   To contribute to the realization of the conditions likely to ensure a sustainable and harmonious development of Tourism;
   To ensure the representation of the sector among the Public Administrations and at all events intended for tourism;
Setting up and popularization of an ethics charter for the sector;
   To federate all the Tourist Professions and Regions;
   To strengthen the system of professional representation and to encourage the creation of the Regional Federations of Tourism, with a view to a better dialogue between Professionals;
   To contribute to the reinforcement and the institutionalization of the Public/Private partnership;
   To guarantee the simplicity, the consistency and the efficiency of the global device by the harmonization of the statutes and the precise definition of the missions and activities of different Federations and Associations of the sector;
   To ensure the role of counsel, to participate and initiate all the studies in cooperation with different components of the sector.

The operational structure of the FNT is constituted of two employees, an executive among whom ensures the functions of the General Direction and an assistant of direction.
The FNT:the 2010 Vision of the Framework Agreement:
In 2000, the Moroccan Government chose Tourism as a national priority, forecasting to reach 10 million of tourists in 2010.
For that purpose, important investments are planned, notably with the creation of six new sea resorts.
The Contract Program “the 2010 Vision of the tourism sector» which was elaborated by the Federation of Tourism, in cooperation with Tourism Department, considers Tourism as a national economic priority. This contract revolves around the following objectives to be reached by the year 2010:
 10 million of tourists, 7 million of whom will find accommodation in classified hotels;
 The creation of 600.000 new direct and indirect jobs,
 The creation of 160.000 new beds: 80 billion DHS of investments;
 The realization of 80 billion of DHS in foreign currency at the end of the period or 480 billion in accumulation;
 The creation of 6 new sea resorts;
 The contribution of the sector at the rate of 20% to the GDP;
 The renovation of 30.000 beds;

In the face of this ambitious program, the FNT has undoubtedly an important role to play at the institutional plan, in that the sector and its environment suffers from important inadequacies.
In the face of the challenges represented by the necessity to bring Moroccan tourism up to the required level, in an environment where the world supply becomes more and more competitive and at a time where new and nearby destinations (Croatia, Hungary, Slovakia, Czech Republic) start opening up to the European consumers with a strong purchasing power, the FNT is called upon to reinforce its role of support to the sector, making sure of:
  Engaging its externalisation
  Reinforcing the competitiveness of different Associations it represents.
  Realizing the provision of services for the Enterprises members
  Making more dynamic the quest for partnership
  Improving the representativeness and the lobbying (participation in the economic and social aspect of the national dialogue)
  Ensuring the support of projects financed by international organizations
  Improving the image of the sector’s Professional Associations
  Making sure of the implementation of rules of transparency and good governance
  Supporting the setting up of an organization within the services of the Professional Associations

One of the most important is certainly the one that is related to the restructuring of the Professional Associations within the CGEM, and more particularly to the externalization of the FNT.
The persons in charge of this federation think that the legal and especially the financial autonomy of this one is indispensable to its liberty of actions. The FNT is thus called upon to play a role of orientation and regulations in the harmonious development of the tourist sector.

The National Federation of the Hotel industry (FNIH)

Created at the end of the sixties, the FNIH is made up of fourteen Regional Associations of the Hotel Industry (ARIH) and eight hotel chains gathering more than 600 accommodation establishments spread over the Moroccan territory.
Missions :
It benefits hotel-owners, notably when it comes to:
   Representing them among the public powers,
   Informing them, counselling them, and supporting them in the necessary steps related to their activities,
   Participating in the training of the hotel staff,
   Contributing to the improvement of tourist environment,
   Contributing to the organization of the hotel profession,
   Participating in the promotion of Moroccan tourism.

The National Federation of the Travel Agencies (The FNAV)

THE FNAVM, is:
    373 Travel Agencies and as many sales outlet through the Kingdom,
    65% of the turnover repatriated in foreign currency,
    1 Board of Directors: 36 elected representatives of the regions who propose the FNAVM policy and ratify the decisions of the “Executive Office”
    10 regional associations, to get closer to your advantages and to represent you at the regional level.
    1 Office: it is the organ of decision, that implements the FNAVM policy which is determined by the Board of Directors.
    1 Director with a permanent Secretariat, in charge of the daily working of the FNAVM; he ensures the follow-up of missions defined by the Board of Directors and he is at the disposal of all members of the FNAVM.
    6 technical Commissions: piloted by Presidents, composed of travel agents who wish to exercise such an activity, supported by specialists, they are the organs of technical study put at the disposal of the FNAVM’s authorities:
    Regulations & Restructuring
    Transportation
    National Tourism & Receptive
    Communication
    The fact of bringing human resources up to the required level & Training
    Haj & Omra


Missions:

    To work with the travel agencies to get the best results in all domains.
    To represent the travel agencies among the Ministry of Tourism, Ministry of Transport...)
    To negotiate with the suppliers (F.N.I.H, S.T.T, airlines, maritime.)
    To follow the general policy and to control the progress of the action plan.
    To deal with the legal and fiscal issues of the travel agencies.
    To elaborate the documents necessary for the activities of the travel agencies (web site, the Plan of the Accountants, the new Statutes, the CPS for the participation in the Haj.)
    To train your wage-earners through training courses at the Ministry of employment and continuing training as well as the other partners, airlines and others.
