Presentation

As defined by the law, the vehicles allocated to tourist transport are considered as means of transport of the 4 th category.

These vehicles are composed of the following sub-categories :
 1st series : coaches of 26 to 52 seats;
 2nd series : minibuses of 10 to 25 seats;
 3rd series : it is composed of 2 kinds of cars;
- TLS (transports légers spéciaux) : minibus of 9 seats, 4x4 and Land-Rover;
- TGR (transport de grande remise) : luxury cars for all directions.

Characteristics of the sector :
    The same provisions regulating the public transport are applied to tourist transport;
    The high cost of vehicles allocated to tourist transport, as well as the spare parts may embarrass investors;
    The seasonal characteristic of some areas may reduce the profitability of investments in the sector;
    From a corporate point of view, the "Carriers Union", as an organization, supports the interest of the trade of       the sector's carriers .

Conditions for granting licences :
Investors should obtain the approval (accreditation) of the Transport Committee in order to integrate the sector of tourist transport. It is worth precising that until now licences have been granted "to everybody without any restriction".
This situation which is characterized by the lack of objective criteria concerning the access to tourist carriers trade, allows the non-professionals to integrate this sector, and to generate, consequently, a kind of anarchy which is harmful to the whole tourist activities .
Tourist transport licence is issued equally to natural or artificial persons without any conditions relating to professionalism, and without any restrictions concerning the availability of special technical means .
The competence of Tourism Department in the field of tourist transport is limited to opinions on licences applications

The nature of control :
The licences delivered are not subjected to any adequate system of control or follow-up from the departments concerned. Such a system can ensure the exploitation of these licences as well as the conditions having to do with the exercise of tourist transport profession in relation to the other constituents of the tourist sector, and notably travel agencies .

Development restrictions of the sector :
    The absence of a legal framework organizing the profession, wich conceals the characteristics of the sector ;
    The lack of an adequate statistical system, as well as the lack of a permanent inquiry devise among tourist tansport enterprises, prevent all visibility of the situation of the sector and its development perspective ;
    The lack of visibility : the profession is expanding in a passive way and even the Framework Agreement has not planned any development opportunity of this sector
    The lack of all indicators of the development of the activity ;
    The marketing of foreign destinations with vehicles accredited initially to meet tourist demand ;

    The activity of car hire is not properly checked by the Tourism Department ;

    The lack of a precise definition concerning the intervention field of the tourist transport sector.

Assessment of the needs :
On the basis of a study conducted by Tourism Department in 2000, the seats requirements in tourist transport (by land) per diem in 2010 will be estimated at 41.000.

In order to determine the present capacity of the total number of cars intended to serve tourist transport as well as its medium and long term forecast, one ought to conduct an inquiry in the field in order to fix the volume of the present fleet of cars and its characteristics (the part that's coming to tourist transport, to international transport, to regular transport as well as the part of non-operational and non renewable licences.)
