Classified Restaurants

The influence of Moroccan gastronomy is unquestionable. Celebrated in the whole world, Moroccan gastronomy has been, indeed, favourably influenced by several cultures over centuries, an influence which is behind its reputation nowadays. Thanks to its cuisine, Morocco continues to perpetuate an age-old tradition of legendary hospitality.

For that purpose, Moroccan catering is considered as an undeniable means of promoting Morocco destination; and a great number of exhibitions and gastronomic weeks are organized in several countries, with a view to celebrating the national culinary art.

At present, there are 407 classified restaurants in Morocco , offering a wide range of national and foreign specialities. Most of these establishments are located in Casablanca , Marrakech, Rabat and Fez .
As far as regulations are concerned, and considering their tourist dimension, restaurants are governed by the law "61-00" laying down the regulations of tourist establishments and promulgated in 2003.

They are classified by "forks" according to four separate categories:
     Luxury ;
     3 forks ;
     2 forks ;
     1 fork .

Pursuant to the provisions of the Dahir n°1-02-176 of June 13, 2002 , relating to the promulgation of the law 61-00 laying down the regulations of tourist establishments, which appeared in the OB n°5030 of August 15, 2002 , the classification of tourist establishments is compulsory.
The classification is acquired by means of a procedure left at the behest of the proprietor who must apply for it among local authorities and the Tourism Delegation, within the area in which the establishment is located.
As with hotels, the classification is carried out on the basis of norms decided on by means of regulations. It is achieved according to two stages which are at the same time separate but complementary :

  • Provisional technical classification : It takes place, at the initial stages, when the technical file is registered (plans), aiming at the construction or the planning of a tourist project. The Technical Committee of Coordination of Tourist Projects  (CTCPT), presided by the Tourism Delegation, delivers a provisional classification at the end of the      examination of the file.
  • Classification which we could call of exploitation or definitive : It takes place, at the later stages, after the opening of the establishment. This classification is attributed on the basis of minimum technical norms which are of a functional and dimensional nature, and after the visit paid to the establishment by the members of the classification regional committee. It is acquired right after the receipt of the classification decision signed by the Wali of the region. A recommendation card is enclosed with such a decision in which it is enumerated the nature of work likely to be undertaken, so that the establishment might be in accordance with the normative provisions in force.

Any project of construction, transformation, or extension must be the subject of a provisional technical classification, according to the procedures fixed through the regulations (article 4 of the law 61-00).

As it is stipulated by article 11 of the law aforementioned, neither the provisional technical classification nor the one concerning the exploitation exempt the proprietor of the project from the procedures in force, when it comes to obtaining permissions and licences required in accordance with ordinary rules and particularly inhabiting/planning permission, the licence to operate... These administrative documents are delivered, at the level of each region, by local authorities (urban agency, the Wilaya or Province, the municipality.).
Besides the inspections aiming at the initial classification, tourist establishments, in general, are subjected during their exploitation to periodic controls carried out by the regional committee of classification, with a view mainly to making sure of the compliance of buildings, technical installations and the quality of services with the norms matching the establishment category.
