New tools for the management of human resources

The Jobs and Trade Directories (REM) as well as the Jobs and Skills Repositories (REC) were presented on March, 31, 2009 in Casablanca during a ceremony presided over by a ministerial delegation made up of Mr Mohamed Boussaid, Mr Jamal Rhmani and Mr Ahmed Chami, respectively Minister of Tourism and Handicraft, Minister of Employment and Vocational Training and Minister of Industry, Commerce and New Technologies.

These directories and repositories, put in place in Morocco for the first time, have been developed within the framework of the Meda 2 project. They are aimed at supporting the great efforts made with the objective of upgrading the management of resources as well as vocational training in the sectors of tourism, textile and information and communication technologies (ICT).

These tools constitute an essential reference for enterprises, vocational training sector, operators of intermediation as well as managers of human resources.

On this occasion, Mr Mohamed Boussaid, Minister of Tourism and Handicraft, has said that vocational training is a priority in the governmental policy for the tourism sector. He has made it clear that this ceremony dealing with the presentation of the REM and REC, takes places only a few days after the opening of the Hotel Trade/ HR Committee held on Friday, March 27, in Rabat and which was devoted to the balance sheet of 2008 and the presentation of the action plan 2009.

As a consequence, and after a one year implementation, the objectives have been well achieved or rather exceeded in some cases, thus reflecting the mobilization and the extent of appropriation undertaken by all the actors of the HR contract.

In terms of quantity, the system is now on course, said the Minister. But as far as the qualitative aspect is concerned, it is at the moment initiated, given the launch of development actions which aim to strengthen the quality of the training system ( trainers' development, restructuring of training programs, opening of a centre intended for the development of skills …..).

In addition and as regards the lure of the sector, “it is worth underlining again the development by the professionals of a HR motivation charter and their commitment to produce a collective convention for the sector by the year 2010” .

In conclusion, the Minister wishes that the tourism professionals would benefit from the directories and repositories of jobs and skills within the framework of the management of human resources and would put these tools to good use in order to come up with a planning of continuing training in their establishments .
