The professionals involved in the management of tourist training establishments

The HR Hospitality Committee, a national organ of steering and follow-up of the HR Hospitality Contract, signed by the Government and the professionals in June 2008 at the International Conference on Tourism in Tetouan, was held on March 27, 2009 at the headquarters of the Tourism Department in Rabat .

This meeting, co-presided by Mr Mohamed Boussaid and Mr Jamal Aghmani, respectively Minister of Tourism and Handicraft and Minister of Employment and Vocational Training, has been perceived as an opportunity to present the balance sheet of the year 2008, the action-plan of the year 2009 and the signature of a convention for the co-management (private/public) of the Hotel and Tourist Vocational Training Centre ( CQPHT) of Sidi Bernoussi in Casablanca.

The committee is pleased to note that during the first year of the implementation of the HR Contract, the human resources' objectives, in the field of hospitality, have well exceeded 11.254 graduates, as against 9105 ones, required for that purpose (that is more than 124%).

On this occasion, Mr Boussaid has pointed out that “the international context which is highly competitive and the world deteriorating economic situation requires an overall upgrading of such conditions as well as the putting in place of a policy in accord with the growing challenges, not only quantitatively but also and mainly qualitatively. In this regard, the Minister has indicated that “the training axis is always perceived as a priority for the Ministry of Tourism and Handicraft”.

The members of the Committee agreed that this success is mainly due to the high level of mobilization and commitment of all public/private actors.

Furthermore, the convention of the co-management of Sidi Bernoussi's CQPHT has been signed by the Minister of Tourism and Handicraft, the Minister of Employment and Vocational Training, the managing director of the Office of Vocational Training and Promotion of Employment (OFPPT), the presidents of the National Federation of Tourism (FNT) and the National Federation of Hotel Industry (FNIH) as well as the representation of the German technical cooperation (GTC).

The convention provides a management of the Centre by a management Council of Establishment presided over by the profession; it will be responsible for determining the directives in the field of pedagogical and administrative management ( annual instructional chart, approval of the operating budget, approval of the work plan and the annual implementation report ……).

Thus, the co-management of the CQPHT of Sidi Bernoussi will make it possible to meet one of the commitments by the Tourism Department on the involvement of the professionals in the management of a training establishment as part of a HR contract. This kind of management is considered as a pilot experience and a new approach in the field of co-management. It is also in line with the need of the Training Establishments/institutes to be open to their professional environment.

In addition, the adoption by Sidi Bernoussi's CQPHT of the learning-based training will result in the optimization of the training system and it will make it possible to multiply by 2,6 the number of the trainees registered over the period 2009-2012.
