Plage Blanche : Negotiations opened with Fadesa Group for the concession of the 6 th and last station of the Azur Plan
Fadesa, a Spanish Group which is actively involved in Morocco , has been selected by the Moroccan Government at the final stage concerning the selection process of a developer, with a view to highlighting the Plage Blanche seaside resort, the last station of the Azur Plan, located in the Province of Guelmim .
After examination and acceptance of its offer by the assessment committees, Fadesa Group has been invited to enter into negotiations with the Administration in order to finalize the terms of the agreements which should involve the two parties.
The proposition of Fadesa provides for the development of the station in two stages, with a global capacity of about 30.000 beds including 19 500 hotel beds, on top of entertainment facilities.
Besides the in-site redevelopment work, Fadesa Group intends to realize directly a development program with a total amount of 4,7 billion DH, comprising mainly :
- Hotel units (5*,4 * hotels, and Tourist Holiday Villages) with a capacity of around 5300 beds;
- Tourist Residences with a total capacity of 7.400 beds;
- A golf course of 18 holes, a craft center, a commercial center, a SPA, and some leisure installations.)

- Residential units with a total capacity of 10.500 beds, that is 2200 apartments and villas.
As a reminder, the international call for tenders launched in 2002 for the Plage Blanche had been declared fruitless. A limited consultation had been then initiated.
Such a consultation has comprised two stages :
- Launching in August 2006 of an application for an interest confirmation among all the investors who had shown an interest in the development of the Plage
Blanche station between 2003 and 2006. Thus, eight investors
have been invited to confirm their interest in the
competition for such a station ;
- Launching of the final selection process of the developer of December 15, 2006, among investors who have confirmed their interest by means of writing to
the Tourism Department.
Two investors have participated in the final selection process, in this case Fadesa Group and the Group BW.
The deadline for the presentation of the offers was first March 2007; and at the end of the date stipulated,only Fadesa Group has submitted its offer relating to the development of this station.
If the negotiations opened with Fadesa Group succeeded, the station's construction work would last 8 years. The opening of the first hotel will take place in 2012. The global investment would come to about 10 billion DH.
The Plage Blanche, located in the Province of Guelmim , Region of Guelmim-Smara, should generate, at the end, around 9000 permanent direct jobs. It will be linked by Guelmim's airport, about 45 minutes away from the station.
