Schema of the tourist development of the
“2015 Vision” of Al Hoceima

On Thursday July,24 th 2008, in the rural commune of Sidi Youssef Ou Ali (Al Hoceima), His Majesty the King inquired about the schema of the tourist development of Al Hoceima called “the 2015 Vision of Al Hoceima”, the realization of which requires an overall investment of 8,5 billion dirhams.

On that occasion, the Sovereign has followed the explanations of the 2015 Vision of Al Hoceima to which the public organizations will make a contribution up to 230 million dirhams (MDH).

The implementation of this vision will make it possible to reach a welcome capacity of about 10.000 beds in classified hotels, 300.000 tourist arrivals, 1,8 million overnight stays with a projected occupancy rate of 50 pc and an average length stay of 6 days.

The accomplishment of the action plan of this vision, which will generate 5000 direct jobs, will turn the town of Al Hoceima into an upmarket seaside resort, endowed with sunny beaches and magnificent natural sites, thus providing a varied offer of events and leisure.

The strategic building sites of such a vision revolve around the ‘Product' axis completed by other interventions relating to the domains of environment, transportation, promotion, training and institutional organization.

As regards the development of product, the intervention will mainly be focused on the upgrading of the tourist complex “Mohammed V Quémado” (368 M DH), the tourist and residential complex “Souani” (1,5 billion DH) and of the “Souanita” project (475 MDH).

Located in the rural commune of Ait Youssef Ou Ali (12 km northeast of Al Hoceima), the new area of tourist development, “Mediterranean Souani”, whose construction-work is expected to start in June 2009, is centred on the creation of a varied program of leisure a nd entertainment

Considered as the upshot of a partnership between the Willaya, the General Real Estate Company (CGI), a subsidiary of the CDG Development Group, the integrated project –Mediterranean Souani- whose construction work will last 6 years, will be realized over a surface area of about 80 ha and it will generate around 2500 jobs during the construction stage and 1000 others during the operating stage.

The 2015 Vision of Al Hoceima will also permit the creation of the new integrated tourist area (NZT) of “Cala Iris” with a welcome capacity of 11184 beds, including 4050 hotel beds and 3074 tourist residential ones with a golf course, a hotel school, a marina, a deep-sea diving center, a shopping center and a private hospital.

The development of this station, the exploitation of which is scheduled to start for the summer of 2012, is entrusted –within the framework of a development convention- to the Moroccan government, MEDZ consortium, Palm grove development and Actif Invest for a total of 6 billion DH.

Among these sites, a NZT of the “Biladi plan” will be carried out ; it will be dedicated to the Moroccan customers thanks to a projected program comprising 700 beds in the form of hotel residences, 450 residential beds in hotel management, 400 camping sites and 600 real estate beds.

This strategy will also be focused on the development of Al Hoceima's “tourist host country” (PAT) which is part of the efforts made in order to diversify the tourist product and to highlight the local natural, cultural and social heritage.

It will be based on the development of the “ Maison du PAT”, of 8 shelters, 3 hiking circuits, an eco-museum, a marine information and interpretation center, two centers intended for exhibition and handicraft products and the development of local products and activities generating incomes.

The creation of three nautical bases is included in this program in partnership with specialized private operators, more particularly on the sites of Sfiha, Tala Youssef and Isli. This program comprises as well the development of entertainment through the creation of recreational activities and necessary infrastructures, with a view to endowing the destination with famous events, mainly the realization of amusement parks (Mirador and Targuist), the organization of festive and innovating consumer events so as to give a dynamic dimension to the destination and to reveal its attractive aspect during different periods of the year.
